THE DIVERSE WORKFORCE CASE STUDY - PART ONE
Submit as a "New Post" to the DIVERSE WORKFORCE CASE STUDY FORUM

The local chapter of the National Association for the Advancement of Colored People (NAACP) releases a report which demonstrates that although 35% of the population of Tampa belongs to a minority group, minorities only constitute 17% of Tampa governmental employees. The NAACP does not claim that the city has been openly discriminating, but it argues that because minorities tend to be poorer and less educated, they are at a disadvantage at getting hired. The NAACP demands that you take steps to rectify this situation.

You meet with your advisors to consider ways to diversify the city's workforce. They present you with the following options. Which one will you choose?

1 - Establish a 50% Quota Program: Under this first plan, the city would make sure that half of all the people it hires be minorities. The program would be discontinued after minorities make up 35% of the workforce.

2 - Establish Goals and Timetables: Under this second plan, the city would set a goal of 35% of minority representation in its workforce, and would try to achieve that goal within five years. However, there will be no consequences if the city fails to meet its goals.

3 - Do Nothing
